Reactions to the Revolution (Internal and External)
Inside France, people (especially women) were frustrated and angry because there was no food and they were starving. They also needed to find food to feed their children. Peasants as well were not happy having to pay tax while the clergy and monarchy do not have to. Many people tried to migrate to countries near France in an attempt to escape the Outside France, the Holy Roman Empire led by Leopold II was worried because France was turning into a republic. Thus, it might cause his people to want to change governments as well. The monarchs in the rest of Europe also disapproved of the French Revolution because they were terrified that the revolution could also happen in their own countries. They stayed neutral for two reasons, the first reason being that if they openly opposed the revolution, their people might also revolt against them. The second reason was that if they supported the revolution, they would lose their power because the purpose of the revolution was to get rid of the monarchial and aristocratic system.
